This pull request includes several changes across multiple files to enhance the functionality and performance of GPU matrix multiplication and dequantization, as well as adding new testing scripts. The most important changes include updating submodule commits, modifying loop indices in GPU matrix multiplication functions, and adding new test scripts for dequantization GEMM and flash attention.
